I suggest running past any enemies you can due to the time limit but a quick bow gun bolt will drop a few dudes if they're bundled up. Afterwards you'll have to run a gauntlet to throw Leon his rocket launcher. You'll need to fight Saddler (You should have plenty of bow gun ammo and healing items to get by just fine.).
